From the introduction: ExplanationOn 9th November, 1942, the Town Council invited the Civic Association to prepare a scheme for the post-war development of Tunbridge Wells. The Association accepted most gladly, and set to work at once. The work was considerable, necessitating the appointment of more than twenty subcommittees : and the Association now has the honour to present its Report.A word of explanation is necessary, however, as the Association has gone beyond its original terms of reference. Regarding itself as a cross-section of the citizens of the town, it has felt constrained to refer its findings not only to the Town Council, but to the citizens whom the Council represents. A scheme which aims at promoting the health, happiness, safety and well-being of every section of the community is a primary concern of each member of that community. Each member should therefore be given the opportunity to consider and understand it. Hence the form of this Report. The Report is not exhaustive. There are other ideas and suggestions which the Civic Association could profitably have investigated, but the desire to present a Report within a reasonable period set a limit to the subjects included. Priority has been given to those matters of greatest importance and interest to our citizens. Our sole aim throughout has been to assist the Town Council by laying a foundation of basic ideas upon which the Town Council can itself proceed to develop the Tunbridge Wells of the future. It is in that spirit of service that we have the honour of submitting this Report.
