ACT. An Act for raising and establishing a fund for a provision for the widows and children of the Ministers of the Church of Scotland, and of the heads, principals, and masters, of the Universities of Saint Andrew's, Glasgow, and Edinburgh. [and] An Act for explaining and amending an Act... Intituled, An act for raising and establishing a fund...
London: Printed for Thomas Baskett..., 1743, 1749. FIRST PRINTINGS. 2 works, folio, titles with coat of arms, drop-head titles at start of leaf following title, pp. [2], 223 - 247, [1] blank; [2], 483 - 494, black letter, disbound. [The Act of 1743 established the Scottish Ministers' Widows Fund, the first actuarially based fund in the world. The main responsibility for the actuarial work lay with Robert Wallace and Alexander Webster, with consultants including Colin Maclaurin, the mathematician. The need for the fund had been long recognised and the 1743 Act finally established the provisions for widows and children of ministers in Scotland and qualifying members of the Scottish Universities. The 1749 Act added Aberdeen to the list of Universities and raised the fund capital to £50,000. This landmark and pioneering fund is still in existence, another product of the Scottish Enlightenment. Robert Wallace, a minister and one of the founders of the Philosohical Society, was the author of 'A dissertation on the numbers of mankind...,' 1753, one of the early works on population. He later published 'Various prospects of mankind...,' 1761, which anticipated Malthus. Webster, a minister whose favourite subject was mathematics, planned the first census of Scotland in 1755 and the papers for this are in the Advocates Library. They were consulted by Sinclair for his Statistical Account. In 1771 Webster was appointed general collector for the Scottish Minsiters' Widows Fund]. (Book ref. 13483) £150.00
